GECK settings broken?

Hi

I'm trying to make a mod where gun damage is not affected by its condition, but so far I've had no luck. The following settings are the ones that affect gun damage condition penalties:

fGunWeapDamageCondBase
fGunWeapDamageCondMult

It doesn't matter what I set them to, whether it be 0 or 1, gun damage is still affected by the gun's condition. I read somewhere that these two settings worked fine on Fallout 3, but were broken on Fallout: New Vegas. So far the GECK and FNVEdit have failed at making the change I wanted, so now I'm going to try a script instead.

Is it possible to fix the broken settings?
