Geforce 8200 m series?

can anyone tell me if the Geforce 8200 m series of laptop graphics would be sufficent to run FO3(GOTY edition)?

also i see where bethesda has recommended certian cards - but is there a list of specification requirements i could compare against the specs on the various graphics cards?

When the System Requirements tell you that a n'(NVIDIA 6800 "GS" or better/ ATI X850 or better)' CARD is needed, that is automatically excluding any onboard Chipset Video Chip excuse for graphics. Sorry.

and in specing of a graphics card specifically for a laptop -- what do i need to be looking for in a dedicated graphics card ?
(or are laptops simply out of the question for this ?)

also does the game's installer have a pre req check built in that will stop install if the Graphics card is not capable of playing the game?

When looking for a GPU in a laptop, it should be something either:

ATI Radeon HD 45xx and up
ATI Radeon HD 55xx and up

Nvidia has a slightly similar naming scheme, just with cards like the GTX 240/260/280 and so on.

It all depends really. Making sure that the GPU has dedicated memory so it doesnt leech off of the physical RAM too much for the game is good.

While your laptop will play the game, I wouldnt say it would play on anything more then low settings, and even then it may stutter some. And no, the game doesnt have a check to state if the hardware is sufficient enough.
