when do dragons start appearing?

ive got 2x characters, both in the upper lvl 20's, and i have yet to see a dragon and ive been all over the place...

on my main toon, ive been to every town and to about 12 places inbetween each town, ive done all the mage and thieves guild quests, and almost have the dark brotherhood quests done...

i want to slay some dragons... i have yet to see a single one of them....


i have like 4 shouts, but cant use them cuz i have no dragons soul or whatever....

You have to go farther into the main quest. Once you do that, you'll start seeing a LOT of them.

You need to advance the Main Quest a little bit.

Do the main questline until you fight the dragon at whiterun's west watchtower. Then enjoy the dragons!!

You need to do the first few missions of the the main quest first

I think the trigger for them to start appearing is when you fight one at the ruined tower just south-west of Whiterun. Have you spoken to the Jarl in Whiterun yet?

ok yeah that might be it.. ive done only a couple main quest i think...

i think what happened was that i got to dragons reach and i got the quest from the mage dude to go to that cave or whatever where those giants are and i got bounced off the ground and said screw it till i got higher lvl ><

i think now that im lvl 28 i can take them on a bit better ><

Until you arrive at the second Dragon incident of the Main Quest they won't start turning up.

Much like the Oblivion Gates in Oblivion did not start appearing around the world until you visited Kvatch.
