Getting XP for building up settlements

Would it be better if you didnt get XP for building up settlements? When ever you put down a floor, wall, or do anything you get XP, and I love building up my settlements and spend hours on it. I have probably gained 3 levels from building. Should the XP you get be less or maybe only get XP the first time you put down a wall, floor or other item?

I just don't want to build a ton and out level the game so I'm OP because i really enjoy settlement building. I guess its ok because there is no level cap but one time I gained a whole level from just building up my house, dorm for sleeping, and defenses.

i love that feature of the game.

you get rewarded for your time in all aspects of the game.

whether you want to completely bypass doing the quests and just focus on building, or doing quests and no building... youre still getting experience.
