Getting 15 ~ 30 fps outdoors

Now, bout' a few weeks back I played Fallout 4 on ultra settings @ 60fps, a rock solid 60fps, at 1080p, with no issues. So day before yesterday, I start the game, only to find out, that the performance in the game has completely bombed. I get anywhere from 15 ~ 30fps outside.


Indoors I get a solid 60fps depending on level of detail in objects/textures.


This happens even if I turn the settings down to low! And yes, I tried running the game with SLI disabled and my second card removed from the PC. Same results.



I don't know what happened. Every other game on my PC plays perfectly.


I've also noticed, Fallout 4 is only utilizing about 30% of my GPU(s) when in SLI, 36% with a standalone card. Shouldn't it be utilizing somewhere at least around 60 ~ 80%?



I had a few mods installed, but I removed them, and loaded a save before the mods, still the same low fps.



My Specs:



Intel Core i7-4770k @ 4.50 - 4.70 Ghz (depending on computer load -- gaming is 4.50 Ghz)


32 Gb Crucial Ballistix DDR3-1866


2x Nvidia GTX 960 4GB in SLI


Game installed on 2 TB RAID-5 array (also attempted to play using standard 7200RPM HDD with same results)



Yes, I've tried playing with out any overclock on my system, both CPU and GPU. I've tried almost everything that I can think of. Short of literally reinstalling Windows 10. I would do that, if not for EVERY other game on my PC working just fine and no stability issues in Windows.



I would appreciate any advice.. :\ I asked on reddit, and got absolutely no help there. And I know customer support in these matters is too cut and dry ("reboot your PC, delete the game, reinstall the game, still doesn't work? Oh.. Reinstall Windows.") :P



It's driving me nuts too, because I haven't been able to play Fallout 4 in a few weeks, and I just got back into it and now this. :'(

How you tried the latest drivers? The newer drivers have better sli support. Done the SLI in this youtube video https://www.youtube.com/watch?v=A-071Wa7qaQ ?



Even with SLI, godrays still a performance hit.
