I'm getting a overlay on the top of the screen

I don't know why I'm getting this

does anyone know anything about it?

I'm playing in 108op & that is the same as my monitor & no window mode

You need to fiddle with the video card or monitor settings to fix this. The game does not letter box by itself. Or, you have a 16:10 monitor and not a 16:9 monitor, but you can still fix this in the control panel for the PC
