You can always reverse pick pocket a higher damage/dps weapon on to a veteran ranger leave the area then return and pick pocket the revolver. Check here http://fallout.wikia.com/wiki/Fallout:_New_Vegas_weapons for what you'd need.

No problem, you could also turn the difficulty down to Very Easy momentarily and stealth kill a ranger with a silenced weapon with no loss of rep.
