So I am working on my NCR character and I have killed everyone at Cottonwood Cove. Is there another way to get to Caesar's Fort that I am missing? Thanks for the help guys.

You should be able to take the boat (well not exactly a boat but still it floats...) to the fort after you receive the legion invitation at The Strip.

Yeah, I killed the guy that was waiting to float me to the Fort a long time ago. This is the problem I am having. haha

Then just frob the raft.

Hm... interesting. Possibly try waiting or sleeping in game of 3-4 game days and come back to Cottonwood Cove to see if the guy is waiting at the boat for ya.

Stand/Crouch on the boat and look down. You can get across yourself.

You can swim to it, at least you can by swimming from the spot of the bomber in the lake. Note that I did this to kill everyone there, so I don't know if that messes up any quests.

Awesome, thanks for the response guys. I will try the boat one more time and then it may be time to swim.

I tried that, but once I got ashore, I couldn't find ANYWHERE along the Lake Mead shore or Colorado River East shore where I could ascend to the upper plateau where Fortification Hill is located. The ONLY way I have ever been able to get to the fort is to wait for Caesar's invite, go there, and then the fort becomes a known location that I can fast travel to and from.
