Getting Windows Live related error message when patching

Alright so I just bought the Direct2Drive version of Fallout 3 GOTY and installed it... after installing it (and running it once but stopping at the menu, I never started a game) I tried to patch it but got an "ordinal not found" error, so then I just went ahead and installed the DLC and then tried to run the game to see if installing the DLC patched it automatically, but instead I got an "ordinal not found" error again:

The ordinal 5360 could not be located in the dynamic link library xlive.dll.

I googled this and mostly just saw people talking about pirated versions of the game so that wasn't much help :P.

Anyways, I searched around for Windows Live on my computer and I didn't see it installed anywhere... so I wonder if that's the issue since from what I understand it's required? How do I install it "manually"? I looked at Microsoft's site and there's about 50 Windows Live related files so I don't wanna install the wrong one.

All I could find was an empty .cache folder under:

C:\Program Files\Common Files\Windows Live\.cache

EDIT: I'm on WinXP.
