No they didn't. Bethesda changed the way ghouls looked originally. http://t2.gstatic.com/images?q=tbn:EhwKxXzWurzfsM:http://images3.wikia.nocookie.net/fallout/images/2/2b/FO01_NPC_Set.png&t=1 was a ghoul of Fallout 1 and 2. They were hardly what Bethesda ended up with. Make no mistake. I am not griping about the direction Bethesda took ghouls with Fallout 3. I mean, to make each ghoul look remotely as disfigured as Set would have required a lot of effort and work. Taking the quicker, easier path of simply giving ghouls a basic human model with a different skin saved them loads of time and effort, I'm sure.
I know what the classic ghouls look like and thats what I'm arguing against
FO3 ghouls are what ghouls should look like. Hideously skinless horrors.
The original ghouls much like the original supermutants are more funny and cartoony looking than actually creepy to me.
I genuinely feel bad for some of the ghouls in FO3 when I look at them whereas I just kind of want to laugh everytime I see Set's talking head.
