Since Dishonored 2 is not going to be shown this year and Bethesda is going to compensate that with a definitive edition (Proof (definitely not a rumor): http://pixelgate.co.uk/dishonoured-definitive-edition-reveal-leaked/)we PC gamers won't like playing the same game AGAIN. So give us mod tools so we can mod and make new maps and levels (plus you can test the gamer's creativity through this) for Dishonored and enjoy. And you'll have your exttra time to fine tune Dishonored 2 without fan worries. Please. Listen and support PC gamers. Look at Techland. They care deeply about PC gamers and so released modding tools for FREE (including free DLCs !!!).

We beg you Arkane.

Only thing you can take as proof is if the news is released from the developer or Bethesda/Zenimax publisher.

It might be nice to have mod tools for the people that are playing the game on the PC but I doubt it would happen since I doubt anyone is still working on the game and are likely working on the next game.

The game engine is a slightly modified Unreal Engine 3. The developer tools are thus derivatives of the Unreal Engine toolkit and Arkane/Bethesda don't have the rights to distribute that.

Unless you are asking Arkane to build new tools from scratch or somehow negotiate a deal with Epic Games and all of the 3rd party plugin developers whose stuff is integrated into the engine, for the release of the dev-tools, then this is not happening.
