after going through knotty bramble 35 tries i still havent found the sheogorath amber. any tips for finding it, or any other of the oddities?

It's not unique to that dungeon. It's random loot from any container that has amber in it.

yeah I know that, I figured with the 3 in the first area i would have higher chances of finding it.

Nope, the Luck stat won't help. Only real-life good fortune will get you that item.

The UESP Wiki has http://www.uesp.net/wiki/Shivering:The_Museum_of_Oddities to say on the subject in the "bugs" section on the quest:

"Sheogorath-Shaped Amber appears randomly and only in non-respawning containers. If you are unlucky, you may never find it and thus be unable to complete the quest. The Unofficial Shivering Isles patch adds a small percentage of finding it on Elder Gnarls however, which do respawn. "
