I've seen multiple references to this, but I see no way of doing it. Perhaps i'm missing something simple.

When you send a dweller to scour the wastelands, just as you put him/her outside the vault door - a pop-up dialog box will appear. It will show you how many stimpaks/radaways you currently have in inventory and a +/- button to give to your dweller.
