Glitch starting New Game

I Have been encountering a Glitch in New Vegas, whenever I start a new game, I can only move at a slow pace (Not caps lock), and I am unable to sit on the couch to chose my characters tag skills. The problem comes from the vanilla version of the Game, It still occured with all mods disabled and FalloutNv.esm as the only thing in the load order. Does anybody know what is causing this?

Are you using a controller?

Can't sit on the couch (it should prompt you)? The default should be the E key. Maybe the mapping is messed up.

What mods are you using and how many do you have? Aside from not being able to sit or run, are there any other issues so far?
Like you can interact with the doc? Can you go into third person, jump, etc?

The problem still happened with all mods and Dlcs disabled, I use my key board, and the problem is not from caps lock. I can activate the vigortestor machine and jump but whenever I press E on the couch all that I get is the unable to use clicking sound. The doc will respond when I try to talk with him and I can go into third person.

The thing with mods is, simply unchecking the box doesnt always disable them like you would think. It may not be an issue but can be depending on what you're using which is why i asked what you're using and how
many.. You need to disable archive invalidated if you're using it and let the game remake the .ini files (since some mods will
edit those). Again this all depends on what you're using.

It's similar with DLCs. You have to move the .NAM files associated with each DLC to disable it. You can make a folder and simply move them into it.
With the .NAM files the DLCs will still load and run.

Honestly since you aren't that far into the game, I would just reinstall new vegas. Make sure to delete the new vegas directory before the reinstall if you try it.
Then test the game first before you add mods.

Actually I deleated the game cleared the deleated everything in the game folder re-installed it then started it with all dlcs unchecked and it still happened, also whenever I vertify the integrity of the steam cache it tells me that one file failed to validify and will be downloaded, but this has happened every time I did that.

You have to remove the .NAM files for the dlc to be disabled.

I've never heard of this issue before. You arent alone though since I googled "cant run or sit in fallout new vegas" and a few others have the exact same issue.
A possible solution -> console :EnablePlayerControls 1 1 1 1 1 1 1
