I've notice that npcs with have a 'ring' around the base of their neck.

It's small but it looks like their head is ready to fall off their body at anytime.

It's also annoying.

I've also noticed a high amount of duplicate npcs such as Vigilants and Hunters.

I ran into 2 identical hunters, 2 sets of identical Vigilants, and others while roaming Skyrim.

Same face, hair, clothes, voice, etc.

This glitch seems to happen when groups of npcs are traveling together.

Voices also seemed to have gone off sync.

Lips move slower than the words that they are speaking.
