God rays and lighting bug

I noticed while playing the game on Ultra settings that spotlight light-sources sometimes casue hard-edged casts instead of smooth lights. An example of this problem can be seen http://i.imgur.com/xsAGIsB.jpg and http://i.imgur.com/AZCSbs4.jpg.

Edit: I originally thought that I had found a settings configuration that fixed the problem, which is why "god rays" is in the title, but this bug apparently happens at random to some lights. Changing settings, such as turning god rays or shadow qualities up or down, will fix certain lights occasionally upon loading a save game, but it isn't repeatable, and other known lights will still trigger the same bug upon wandering.

Otherwise, the game runs at a flawless 60fps on ultra settings.

Anyone else having this problem, and if so, did you find a workaround in any way?
