It's like a sun "pop-up" when something comes in the way of the sun..
WIthout this "pop-up / flash" the sun shines "smoothly/fluently". Kinda hard to explain in words... the video examples 1, 2 and 3 had this smooth/fluent sunshine.
Personally, I want the godrays to be of that extent showing in video example 3 (from Morrowind

In any case, I would feel sad if godrays didn't exist in Skyrim

It's not hard to do, and it's really nice (in my opinion)
