I don't see how Tsun exists in Sovngarde if he's Stendarr elsewhere.

What is the single most accepted true pantheon that exists?
All pantheons exist, because a culture's beliefs about a deity tend to influence it, or often create a different version of it. There is no single "true" pantheon in Tamriel today, but perhaps there were before the formation of the Mundus; however, these original spirits are now absent from Nirn, or exist in different and fractured states due to Creation, belief, and the actions of mortals and other deities upon them. These "fragments" of gods are technically the same god, but have different aspects, interpretations and appearances; they act seperately and even in conflict with each other at times. To use your example, Tsun and Stendarr both exist and act independently of each other, but they are essentially different facets of the same mass of semi-conscious spirit that was involved in the foundation of Nirn.
Whether a culture accepts that their gods are semi-malleable constructs of belief and magic formed from the wounded spirits of the Dawn is a different matter. Nordic myth depicts their own gods warring with their equivalents in other pantheons. Cyrodiilic myth has something similar, but solved through Convention; Dunmeri myth admits the existence of other gods, but believes them to be liars and untrustworthy; the Altmer most likely believe that either other gods besides their own are simply nonexistent, or lies given life by belief.
In addition, the Daedra seem to be less susceptible to changes due to mortal belief than the spirits known as the Aedra. But whether a spirit truly is Aedra or Daedra varies depending on culture as well.
The most "accepted" pantheon is thus simply a matter of being widespread among the population. Certainly in the 3rd and 4th eras, the Imperial Nine Divines religion seems to have a lot of influence, as well as being present in what is probably the most populous province.
