I think you can still go on the boat at the docks to the Fort if you killed everyone at the cove.

Depends on what you're doing. Might want to use a disguise, might have to fight through it.

Do you have boon as a companion? What is your reputation with Caesars Legion?

Yeah, you should be able to still click on the ground around there and go.
Also, if you had Boone with you, he makes all Legion hostile no matter what. If that wasn't it, and your rep wasn't hated/vilified, dunno why they attacked you.

If you're on a PC you can always use the console to clear your reputation with that faction. If not, well you're screwed.

The boat is a shoddy raft. Like you might expect someone to put together to escape a desert isle.

How do you know about the bunker? Did you get that from Caesar? Did you see Vulpe when you left the Tops? Not sure where you are.

So many people get lost trying to find the boat.
There is a boat people. It just looks like a part of the bridge.
You know the big square of logs? Stand in the center of it and look down and the option to go to "The Fort" comes up.

Well, some people might not expect a raft. And to be fair.....I uh....may have not figured that out when I first got it too. :blush2:

No the facepalm is more pointed towards the dev for the rather fail implementation of a raft that blends into the bridge rather than a boat.
I too had trouble finding the "boat" until I stood on top of the bridge looked down and saw a gab between the "bridge" and the "raft" and put two and two together.
Moved around with my head looking down like a guy with a metal detector till I found the sweet spot.

Does that only happen after a curtain spot in the main quest? Ive been staying away from it, but Id like to hop over the bridge and "visit" the legion. Plus I wouldnt feal as stupid for not spotting the raft.

Um im actually unsure because I never visited cottoncove that early in the MQ line before:
Spoiler

After you visit Mr. House for the first time and receive the Mark of Caesar from the guy in the suit Im sure the boat is there but before that I am actually very unsure.

Cool. I went there, freed the slaves, and killed everyone else a long time ago. Went back last night looking for the "Gobi" sniper rifle and didn't notice a raft, but I wasnt lookin' either
