It's complicated. Follow me on this.
i really liked New Vegas a lot, and have had fun playing it. But i loved Fallout 3, and couldn't get enough.
It's not that F3 is a 'better' game. i think it's a combination of things. For one, i love the science-fiction vibe of F3 (random robots, etc). It also felt more post-apocalyptic, with the destroyed buildings and such. And post-apocalyptic is a compelling fascination for me. i was overwhelmed with a sense of exploration and wonder the entire time, and playing it was like a drug. Also, it was my introduction to the Falloutverse, and sandbox games. i didn't play it until well after the GOTY edition came out, and experienced virtually no bugs. First experiences always tend to be the most memorable. More on that thought next.
i was dying with anticipation for New Vegas, even though i was concerned that they might make severe changes that would make it feel like something else. When it came out, i bought it and it kept crashing at start. i resolved at that point to just wait for a patch, and happily continued playing F3. When the patches came out, i started playing it. i had fun, but it was so crippled with bugs for so long, that i now can't tell if my lack of full-blown love for NV is because of overall game design, or because of my frustration over the bugs. As i said, first experiences are the most memorable. It lacked elements that i personally prefer, but that's just taste, not fault of design.
i do wonder if i would have reacted to NV with full-blown love if i would have waited for the GOTY edition, after most of the bugs had been worked out and the DLC was done. i guess i'll never know. Fallout 4 is something i am not going to buy right away, and will be waiting until patches and DLC are done. Not as a 'punishment' to the developers, but to give it the best chance possible for a first impression with me, like i inadvertently did with F3.
Maybe the new Skyrim engine will render it all a moot point. We'll see. i'll be watching the boards and revisiting F3 until then.
