Mouse or controller? If mouse, remember to disconnect any controllers and turn off controller support in settings. Even if using controller, try disconnect it, then start game up, before connecting it, see if that makes a difference.
Mouse and controller acceleration / smoothing is on in this game, maybe try disable it.
Thirdly, you could try unlock the framerates in the ini file, and then limit the frames through the Nvidia manager instead of letting the game do it (I had to do this, in order for the physics in the game to play nicely) 60 fps max is where you want it, anything above it, can cause weird effects (I am using a GTX 970 STRIX OC 4GB for reference)

Have you tried remove your videocard driver and re-install it?
