I'm playing on hardcoe mode and I'm loving it. However, there is a concern, at it is a good concern to have because that's the point of hardcoe mode, and that is that I feel like I may run out of purified water (in bottles). I don't want to use the canteen because that defeats the purpose of this mode. I always buy purified water from merchants and saloons whenever I can find it. My question is, do merchants and people that sell purified water restock their supply every so often? If so how often do they do so?

They'll restock, but any water source along with fresh foods will hydrate you.

I know, but I just like to have purified water as much as possible. I have it hotkeyed on my controller. I just press down when it says I'm suffering from dehydration.

In Freeside talk to Tapper. He sells purified water in bottles. I'm pretty sure he restocks. He's a member of the Kings Gang in Freeside.

Before too long you'll have more than you know what to do with. I pretty much don't leave town with fewer than ten bottles anymore.

Cactus water is pretty easy to make.

Just do what I do. Only drink the purified bottled water as a last resort. If you have some dirty water or are neir a bathroom or lake drink out of there instead. Whenever you find a new settlement or trader, buy all the purified water he has and a few bottles of dirty water if he has it. Right now I'm walking around with around 20 bottles of pure water and 30 of dirty.
