Is the RV with the suitcase near goodsprings source a safe container?

TTBOMK, the only containers in the game, that pose a potential problem, are the Safe House containers. After the last patch, they tend to randomly reset. This is thought to be related to DLC completion. I don't use Safe Houses anymore. Other than that, I have never had a container issue.
