Did all 15 quests and completed them with no achievement popping. I haven't gotten the skeleton key but from what i've heard/read it doesn't count :/. I have all the items still except for Oghma Infinium which I used already. Has anyone else had this problem?

Just got the skeleton key, no achievement.
