I am having this problem on entering any new cell, DLC or no. I have a workaround that is annoying but works for me. This only works if you can enter a new cell for at least one second (meaning if you just black screen and CTD I cant help you - but if that does happen, just reload your last save and try again, using the procedure below)

1) when you approach a door or any similar location that looks like you will be changing cell (what I mean by this is for example: during the start of the game when you go from your quarters in the vault to the atrium, you come to a door that says something like "door to Vault 101 Atrium" - thats how you know the game will load a new cell), at that time save. (save before you activate the door)

2) Now activate the door. You will probably immediately black screen out, if not great, keep playing and save again now. Otherwise, now restart F3 and load your save. Be ready to move right away when the game gives you control of your character, and now immediately charge the door and open it, don't do anything else, move right up and activate the door.

3) while the cell is loading, move your finger over the 'esc' key and be ready to press it immediately when you have control, it may be only for a second - thats all you need. Now press 'esc' and save your game. Now when gameplay resumes you will either black screen or not. If you do CTD, restart F3 and load your save. At this time you should be in the cell and ready to continue without further problems until the next cell change situation - at that point return to step 1.

PS - in case it's not obvious, procedure for recovering from black screen: 1) press ctrl-alt-del 2) select (click on) start task manager - you now have control of your mouse again 3) click on "cancel" for the window saying "Microsoft is working to find a solution" (it won't) 4) click 'x' on task manager window - you now are on your desktop 5) restart F3

Did you get your mods in the correct load order? Also, does you equipment meet the minimum requirements to properly run Fallout3?
