I recently bought F3 GOTY edition (UK). Installed game. Installed DLCs. Got message that it is installed. I am level 20 now and capped. No singnals near Racer Factory generally no additional content. I registered to Windows live and it shows me that all addons are to be downloaded. Reinstalled game and DLCs no change. Files are present and they are inside manifest. I am not sure what more I can do.

Did you checkmark them in the launcher?
