GOTY Voice and Audio problems

I am running on Windows XP 32 bit, with a rather old PC (Dell Dimension 3000) that uses a PCI graphics card and and an integrated audio card. I have installed the Game of the Year edition of Fallout 3, and have run into a very strange issue.

Certain voices and sounds will not play for me. I cannot hear the voices of NPCs during certain scenes (for example; none of the dialogue during the birth scene can be heard, and neither during the baby scene or the Dad's lines in the birthday party. However, Amata's lines can be heard, as well as most of the other NPCs there. I have also noticed that the same goes for the scene that takes place after Megaton is destroyed.)

What makes it even more frustrating is that the SUBTITLES don't even show up during the scenes without the dialogue, which is leading me to believe that this issue is more than just an audio problem.

Not only that, but there are several sound effects that cannot be heard either. Enemy gunshots make no sound, but my gunshots do. However, when I hit an enemy with a melee weapon, it makes no sound, and explosions are completely silent as well.

I have tried installing new codecs, I have tried setting Windows Media Player to be my main .OGG file player, but the problem is still there. What's going on, and how can I fix it?
