What would be the main Gov't hierarchy of Summerset Isles in the early 2nd Era?

Typical monarchy whatnot.

I imagine there is both the Monarch and a Lords Court which collectively make the decisions, power can sway between the two [During the rule of a Monarch, sometimes the Lords of the Court would take advantage of a weak Monarch and get what they want (This is what I imagine happened later in 4E during the Thalmors rise)]

I imagine it similar to the Mughal court.

I see a republic...somewhat like the greek one(There were Kings erly on in the Greek Republic,The Lower strata were elected)..Not the roman one.
True voting...That is until the Dominion Came along,Then it might have changed to a completely monarchical rule.

http://elderscrollsonline.com/en/news/post/2012/12/18/the-stories-of-tamriel-ayrenn--the-unforeseen-queen there is a mention of "Sapiarchs" perhaps they're like the Court of Lords I mentioned. They are also mentioned to be like scholars.

Perhaps they are people who spend their lives being trained to rule, who are also tasked with remembering the Altmers rich history and culture. (Think Imperial China, they trained people from birth to be governors)
