Yes, that was terribly annoying. Maybe this time the guards can't "lock target" like before, there must be a way you can escape even after being spotted and chased. Outspeeding the guards should make them lose eye contact, be desoriented for a while and then go back to their duty! Even inside a city you should be able to escape by hiding behind buildings. Re-hiding is essential for stealth, I hope at night you can hide in the dark and see the pursuer lose your track. The Thief series offered the best possible hiding/re-hiding system, I'd copy that anytime in any game that offers stealth gameplay.
