About "Fulfill a bounty contract on an Orc living in Balmora".
Must I kill Dura Gra-bol, or is there any other way to solve this task?
Could anybody knows, what exactly she did against the law?
I do not like to kill without really good reason.

The only way to collect her bounty is by killing her. The quest offers no other solution.
But, Percius Mercius will inform you that she is a murderer, so there's no need to feel bad about getting rid of her.

Dura Gra-Bol's house overlooks the South Wall Corner club( the Thieves guild hideout in Balmora). The Fighters guild under the Camonna Tong influence wants to use the house to spy on the Thieves guild.

I don't recall where I'd seen it before. It might have been from another topic long ago, Percius, people at the South Wall, or even Dura herself. But even if it's not actually mentioned anywhere in the game it still make sense if you know about the whole power struggle going on between the Thieves guild, Fighters guild, and Camonna Tong.

Nobody says that in the game. Percius Mercius confirms that she really is wanted for murder, so if the Guild wants her house for that reason, it's just coincidence.

and she's an NPC. In a game. So who needs any real justification :D
