This is not for me, since I really don't care about graphics (and wouldn't sacrifice performance for them), but a friend of mine is about to play FO3 for the very first time (D2D version) and he's looking for graphic improvements (only).

Is there a "hands down better" mod concerning this? Which one do you recommend?

Well remembered. I use Fellout, but that didn't cross my mind: when he said he wanted a graphic overhaul I just thought about textures, like what the Qarl's Texture Pack for Oblivion does. Thanks.
