Ugh.
Whether it's a problem with the film-grain effect or not, it's actually triggered by atmospheric effects in the game, like rain or smoke. You'll notice that the first time you see it is most likely when the bridge goes out in 'road rage' and there's smoke everywhere, and that until you stop playing and reload the game, the effect stays (and gets worse). Giving us the option to turn off the grain filter may or may not fix the problem, so I'd rather they just kill the bug, personally.
In the meantime, the fix mentioned above *does* work for me. If you exit to your dashboard between levels (I didn't have to turn off the machine for it to work) and choose 'replay' for each one, you shouldn't see the glitch for the entire game. I've gone through the campaign that way twice now without seeing it.
It still svcks that you have to deal with it the first time through, though. Needs a fix badly.
