It may be the music. Theres a song in the ambient soundtrack that has weird whispering. I'll have to check it out for myself if I ever find a reason to go back to that dirty rural town.

That ambient whispering is really really creepy in some of the places I've been too....

I haven't heard any whispering...

I just hear slightly different versions of the ambient music from FO1 and 2; which is awesome because it certainly fits the world a lot better than the ambient music in FO3.
