Greatest Villain in the Mojave?

The Mojave's got a lot of shades of grey, but some characters seem more inexcuseable than others. Who do you think is the greatest villain or the most evil person the Mojave has to offer?

Keep in mind we're arguing a character's potential to be evil. For example, on top of his other actions, Elijah can POTENTIALLY pollute the Mojave with the Cloud, making it all but uninhabitable. I am however exempting the Courier from this poll solely on the grounds that, as the player character, it's easier for him to qualify for ridiculously stupid levels of stupid evil, thus making the entire poll kind of moot. Only reason the Courier was included on the greatest hero list is because for all the good he can do, he IS responsible for bad aswell, thus evening it out.

I've tried to list all the NPCs that come to mind, but if you think of an NPC that you think deserves the title but isn't on the poll, please post their name and why.

Not bothering to list the deeds of the characters on the poll, cause I'm pretty sure all of them are self-explanitory.

Yet this list omits the Courier as an option. How comical, because the Courier would get my vote here.

The reason: because the Courier is purposely going out of their way to affect the lives of many on a quest to seek revenge. I'm aware the game's design makes this choice impossible, but it also provides players with many choices in the game. Even playing a goody-goody-two-shoes affects someone, even if the action isn't immediately seen.

We truly have no idea why the Fiends are hostile, yet we shoot them on sight. We have zero ability to befriend them, which is rather staggering when you think about it. Sure, the game throws us an enemy that can't be reasoned with, but I always assumed they were called "feral ghouls".

Despite the game's mechanics, I suppose "villain" is a bit of a gray area anyway. It is, after all, a matter of survival, and humans will do just about anything to ensure they make it.

But since the list doesn't include the Courier, I'm going with Mr. House.

Despite his side of the story, it clearly came down to selfishness and self-preservation without the regards to others, and that's a definition of "villain" I can live with.

It's also the reason I kill him in every game I play.

While the Courier definitely is guilty of crimes, the problem is that you can play the Courier to a ridiculous degree of "stupid evil" to the point where the character concept ceases to be believable or make sense. It'd be very hard for any of these guys to compete with a Courier who, for example, for NO REASON WHATSOEVER lies to Janet about the Boomers letting her in just so he can go back to Jack and tell him he had his crush blown up.

Political disagreements with a character or questions about their motives =/= they have done numerous, unforgivable acts of cruelty and thus they are the most evil person in the Mojave Wasteland.

Greatest Villain in the Mojave? It's hard to choose between Joe Cobb or Pacer...

But, seriously? I might go with Mr. Nuke-a-couple-million-people. No one else has the potential to cause quite as much suffering, except maybe the head of the Legion, or a successful Eljiah.

I would say that the most developed villain, and by "best" meaning most well written, is Ulysses by far. However, he doesn't meet the criteria of this poll because he's not wholly evil; he's just filled with negative emotions/ambitions following the destruction of the divide, and has the nuclear power to turn such ambitions into disaster.

Most evil is definitely Elijah. That man is really interesting to talk to, and unbelievably smart, but he's crazier and more filled with hate than the rest of them.

I did, which is why I offered my reasoning. No matter how the Courier plays, it's impossible to ignore those actions are based on sticking the nose into another's business, even if all intentions are good.

I'd be curious to know if anyone played the game purposely for the MQ only, and how short that game must have been.
