I have heard that the heckler and caesar sidearms will be available in game later on does this mean every thing in the psycho pack and spec ops packs is unlockable?

The picture lists them as exclusive, but they may release it as DLC later on. I personally want the Soda Pop Silencer, but I don't really care for Amazon.

I never pre-order anything, but I am seriously considering pre-ordering from Amazon just because I want everything the Psycho has to offer. If I find out it can be unlocked later in the game (I don't care how much later), then I am going to be piiiiiiiiiiissed.

On the other hand, if I end up not pre-ordering it, then I hope that it CAN be unlocked

The wait I see it... they need to release them later. It's bs. I hate locking content out that is ready. Specially things that are more than just skins... like actual guns. SPECIALLY FOR MULTIPLAYER GAMES.
And only releasing certain ones would be even more unfair.
