Green fuzz after installing new graphics card

Hi guys. I've been running GOTY with no glitches for ages now, and have just started having problems since installing a new card. I was using a GTS250 and Windows 7 before with an i7 920 processor @ 3.8Ghz, I just upgraded to a Gigabyte super overclocked GTX460. Now, particularly when I'm indoors, I get random green fuzz all over the screen. I can play with it, but it's pants when you just paid money expecting an improvement. It's tiny green bits flashing up, it doesn't notice hardly at all when you're outside, but indoors it shows up. I have installed the latest drivers for my card and it's made no difference. I'm hoping someone can suggest settings I can change. Isn't it crap that console gamers get something that works out of the box and we PC strategy freaks are all expected to be our own damn software engineers? Hoping I can get the new card working right before I look at upgrading to 3D in a couple more months.

Did you make sure to delete the Fallout.ini file located in My Documents>My Games>Fallout3?

And did you make sure to uninstall the old drivers completely before installing the new card? How hot is it getting when in game?

I didn't delete the .ini file, but the game did detect the change and ask me for the DVD so it could run the setup again. Falloutprefs and RendererInfo definitely specify GTX460 now, and I did delete the old drivers. Heat is not a problem, got good cooling to the card, entire case is well cooled, and it's doing it straight after I get into the game, not cumulative.
