Green glowing water, screen flashing, flickering.

It appears that either i cannot find a valid post about this issue nor an solution for it so i am creating this post instead

to ask the community if there are any fixes for this instead.

i apparently have three graphical issues which have all been discovered in whiterun

1.Green water

whenever i look at the river bank that connects from the marketplace to the area with the talos statue at a certain angle it will

flash a glowing radiant green on and off.

2.flickering

so far as i've discovered this seems to only be affecting the waterfalls and the smoke particles from the torches all over in whiterun.

3.screen flashing

this one is troublesome and is actually hurting my FPS as well, whenever a torch loads into my view on-screen it will flash a bright light

and sometimes even completely blinding me.

I've looked everywhere to see if i could find a solution to solve these three issues, they said it was an ENB issue but these were still happening even on a fresh new installment of skyrim so this is not being affected by mods, and i've even gone so far as re-installing my own graphics driver but it didn't solve the issue at all.

New skyrim install, on a new character ???

For your torch flashing glitch, you could try to disable AF, in your skyrim options menu.

What are your computer specs ???

Windows 7 Home premium

Version 6.1.7601 Service Pack 1 Build 7601

Acer type x64-based

Processor Intel® Core™ i7 CPU 860 @ 2.80GHz, 2801 Mhz,
4 Cores, 8 Logical processors

and the flashing seemed to have gone away when i actually made a new character but there is still the texture flickering and green water, i also already tried to disable AF as well as anti aliasing but for this one upon making a new character i left anti aliasing on max while AF was disabled.

There is also to note that i had a Hard drive meltdown issue not too long ago as well and i had to get a new hard drive with 2 terabytes of memory.

What graphics drivers do you have installed ???

From your installation disc (that came with your GPU), or some never ones from Ati ???

aticfx64.dll then? thats what it says here when i run dxdiag and look under display then drivers,

unless if i am using the wrong method to see what graphics drivers i have on this computer

Main Driver: aticfx64.dll

Just look at the Driver Version, and Driver Date/Size in your Dxdiag report.

Are you 100% certain your game is 100% vanilla? Because that looks suspiciously mod or ENB related to me.

Updating my drivers with the autodetect utility seemed to have actually solved my issue, i am no longer getting any green water or flickering textures,

On top of that everything is even running a lot more smoother at 60 FPS rather than 30 FPS.
