Dear To anyone who can help,

For a Couple of days I tried to build in my make shift gas station settlement. But every time I select like furniture or anything the screen is like mainly static it will turn green when I can put something where i want it . Or it will turn red when I cant place anything. I thought it was a glitch and reloaded but it persists and makes building an appropiate base immpossible. Below is a screen shot of my problem advice is greatly appreciated i want my raider/Enclave outpost to be bad ass not funky looking.
