Hasn't really been a problem as such (so far) and can still initiate dialogue first myself, but I shouldn't have to really. And I'm a bit worried it might affect a quest later. For example player controls are disabled when an NPC is supposed to come up to you to speak...because with this bug that won't happen and I'll be stuck. Here is my load order:
