I think there should be a faction for joining the guards, it would work as a faction and as a job. So lets say you join and you could do guard work and get rewards and pay like other factions, but the job side of it would be like guarding or other stuff. What to you think?

I'd think it would be more akin to the anti thieves guild.
Infiltration, evidence collecting, making sure you round up the right criminal scum, protecting witness'.. etc.

A good starting point would be Infernal city, they had a character there that used tracking, assassination, necromancy to solve crimes and keep the empire safe.

Anyone know the name of that????

Im not quite sure but i heard their was an imperial watch guild in Morrowind..... Do you meant something like that
