Basically what it says in the title. The guard that usually accosts you and tries to extort money isn't giving me his usual dialogue, just spouting out generic guard one-liners.Is there a way to encourage him to deliver this dialogue or, barring that, a way to often the gates via the console?

Are you running any mods?

You could try to click on the door in the console and type in "unlock". Not sure if that will break anything, though so only use that as a last resort.

Running a good amount, but nothing crazy. Can't think of anything that'd effect this guard's dialogue.

I'll try the console command. At this point I think it's my only way to progress.

There have been times where I would have to do that. Most of it was quest glitches. I don't run many mods and I use the USKP, as well as maintaining a clean game/load order. Stuff like that just happens.

Try to shoot the guard with an arrow and then put it away. When he comes back to arrest you, obviously you pay the bounty and they take you hopefully inside riften.

I ended up using coc riftenorigin to get me inside. Now the doors are unlocked and I can move on.
