It is probably nuclear launch codes that are targeted at Hoover Dam. Primm wants to destroy Hoover Dam to cut off electricity for the whole wasteland allowing him and his gang to breach the Lucky 38, and kill Mr.House. They will then take over all the securititrons (idk how to spell that :P) and force Primms law over New Vegas and his army will then move out and crush the whole Wasteland with Primm's iron fist.

This would make sense considering Hoover Dam is the main source of power and Mr. House has control over the securititrons in New Vegas.

haven't you ever seen "My Blue Heaven" where Steve Martin played a mobster and was on the witness stand talking about a mob hit?
"You can use a .45...but that is a lot of dry cleaning....he like to use a .22 because the bullet rattles around in your head like Pac-Man. Simply put, murderers use .22 because they are not too loud and they don't make a mess!" hahaa

hopefully the contents of the package are a holotape with directions to a terminal that leads you to an ammo can detailing the location of a safe containing a note with the treasure map to a locker containing a package with a holotape

Treasure hunt! Brilliant! I'd like that. Better yet, the way you find the package is like "The Replicated Man" quest but on a much larger scale.

It is probably evidence against some Boss that can be used to bring them down.

What about this: Assuming that the contents of the package are ever revealed to the player, what if they vary dependent on choices made in the game? That would be interesting.

yeah, but I doubt opening the package is the final thing you do before the credits role, so it be a mess tieing it to the main plot if it can be one of many things.

Why? It could depend on actions made before opening it.

I'll bet an internet quarter that it's going to be the Platinum Lucky 38 chip, like what you receive in the premium package. Like in F3, they put a piece of what you most desire in the collectors edition, so why not put in the object of ultimate desire in the game!

Its either that or they do the same lame asss ending in that Tom Hanks movie "Survivor" and the audience never knows what was in it, because the guys delivers it faithfully to its destination after everything.

By that logic, it shoulda been a GECK in the collectors edition and not a bobblehead.
