Guild Fees?

Hey All! Me and my partner are currently working on a mod for morrowind. Production has been fine until we came upon a slight bump. Guild Fees. We have previously decided that the mod will include a tax system already, my partner feels that adding guild fees will overburden the player on top of the taxes. I on the other hand feel that it is one of the many small ways that we can sort of "balance" the economy of morrowind at least a small amount. So I am here to ask you, fellow modders and players alike! Should we add Guild fees? Should we make it toggle-able? Or should we not include it at all?

Granted, ANY mod is welcome since the more the merrier, I am on the opposite side of the barricade. I believed that REWARDS were non-existent for getting to the top ranks of a guild, hence my mod http://morrowind.nexusmods.com/mods/42392.

How do you plan to implement them though, I am curious?

What type of guild is it? Guild of Merchants?

I believe, but I may be wrong, in general all vanilla guilds.
