You should keep an eye on craftybits necromancy..it's still in development, but itching close to a release. There is an open beta of sort or at least a test version for those that are interested.
The mod aims to deliver the most complete necromancy feeling to date in oblivion. You can skin the npc's you kill (really visually flay them, like removing their skin, eyes, skull, liver, intestines, bones) with unique textures for each stage, even argoninans have a more pinkish tone to their flesh to account for their lizard ancestry.
using a circle with arcane symbols you can assemble a skeleton (even race specific, as there are skulls for each race and you can make tails on them) using various bones, ectoplasm, your own blood and a soul (where the strength of the soul determines the strength of the minion).
You can also make various zombies (ash zombie, zombie bomb, fire zombie) and ghouls and even a skeleton version of dreugh looking creature.
Necromancer npc have also been worked on a little as they now carry necromancer loot ( necromantic books like arkay the enemy, corpse preparation, legion of the dead and raise undead scrolls)
The tome of unlife have also been reworked...reading it produces research notes on various necromantic theories and is very well done. I also think that dwelling too deep in the tome of unlife causes haunting ( like random creepy noises and ghosts appearing, haven't experienced it myself, so it may be a feature in the working)
It's still in development and has a few bugs but great potential!

The necromancer by giskard is a strict lore mod and does not offer much in gameplay except for a few fetch me that quests and necromancer tower home.
But it's pretty good as it adds a player friendly necromantic faction.
you should also check out kvatch rising which add another friendly necromancer faction and origins of the mages guild that will eventually allow necromancers into the university.
