This is a thieves guild-related issue. Any spoilers inherent in my query follow below.
I have done all the thieves' guild quests - as in, I am the guild master, and have finished all the side quests and auxiliary quests - all that really remains is banging out some more jobs for Devlin and Vex because I want to see that safe appear next to the trophy shelves - and what this means, too, is that I have all the fences in all the major cities. On my last playthrough, I always found Enthir in the College of Winterhold, 2nd floor of the Hall of Attainment (or is it Countenance?) and I always found Gulum-Ei in the Winking Skeever in Solitude.
Since the 1.4 patch (I guess), in my current playthrough, Enthir is always in the Frozen Hearth - never in the College itself - and Gulum-Ei is never in the Winking Skeever; instead he is always in the East Empire Company Warehouse right outside Solitude proper. I have no problem with Enthir's new location. It's actually a little more convenient actually. BUT, Gulum-Ei is not working out because he does not present any fence option in the Warehouse - in fact, he sees me as a trespasser, and offers no dialogue, just the "You shouldn't be in here" and similar warnings.
I have tried using the console to "prid" and "moveto player" him while I am in the Skeever, and it works temporarily (meaning I get the dialogue for fence transactions, etc), but he leaves immediately after - you guessed it - to return to the EEC Warehouse. What gives?
I have tried spawning him in the Brinewater Grotto (the section with the 3 levers for the cages and the secret door), thinking it will reset something, but to no avail.
I have also tried using the console to kill, enable, and resurrect him - also to no avail.
I am pretty sure part of the reason for the glitch may be that during Scoundrel's Folly I ran ahead of him and the quest actually moved forward during the Shadow Gulum-Ei phase, as I entered the Grotto before him, the quest moved to the Confront Gulum-Ei phase without him ever setting foot in the Grotto. In my previous playthrough, by the time I worked my way through the Grotto, he was at the location in the Grotto where the 3 levers are (which explains my aforementioned attempted fix).
Alright. So, is this a known issue? I have read about Gulum-Ei competely disappearing (on the UESP) but that is not quite my case.
And most importantly, can anyone suggest a fix I have not yet tried?
