I have the same issue and I haven't found a solution

I've been having something similar, but with wet reflective surfaces. Big huge flashing pixels appear over lights, wet surfaces, on top of characters faces, along the bottom of the screen.

Half the time I can't read my PipBoy.

What's strange is it'll fade and blur whenever I am in menus. Like there is something happening with the textures or something.

Well, I'm sure that they'll answer this question and maintain full transparency.

I am having a similar issue, its like the game world is tinted red. The pipboy and menus are not affected.
