I remember playing OB and i was running around the Imperial city (forgot what side). And i picked a lock on a chest, and it had a H2H weapon in there with a unique name. does anybody know what weapon I'm talking about?

was it pair of gauntlets? There's a list http://www.uesp.net/wiki/Oblivion:Hands_of_the_Atronach#Unique_Gauntlets that lists the unique gauntlets in the game. Perhaps it was one of these you found?

Random loot. Next to impossible to guess what weapon it was. At least for me ;)

Looks like it would be the Bands of Kwang Lao to me. Picked a lock on a chest in the imperial city > Those are in the arena district in a locked chest. Not a H2H weapon, but it fortifies H2H and goes on your hands.

There are no hand-to-hand weapons. Hand-to-hand, by definition, means you aren't using a weapon. Renix's guess about the Bands of Kwang Lao is a good one. There are other named pieces of armor and a few pieces of jewelry that fortify the hand-to-hand skill also. These are found, as mirocu says, in random loot: "Barkeep's Gauntlets," "Lion's Paw Gauntlets," "Gauntlets of the Gladiator," "Gauntlets of Punishment," "Gauntlets of Brutality," "Gauntlets of the Fray," "Ring of Brawling," "Base Ring of Brawling" and the ever-popular-and-much-imitated-but-never-equaled... *drum roll* ..."Grand Ring of Brawling."
