Tamriel is a strange place. In a lot of ways it's a cosmopolitan culture, but even in Cyrodill interracial couples are seen as a bit uncultured. There's some dialogue from Oblivion where an interracial couple is described as "disgraceful." And yet the Legions, the Guilds and even the government seem to be fully integrated. (There's a Dunmer countess and an Altmer chancellor) I don't understand this contradiction very well. It seems odd the devs would choose to have such an integrated society which at the same time apparently frowns on interbreeding. With that out of the way, of course it happens and all the time. The Bretons are the most visible example...but as far as in-game? If it's first generation or even second the person would be entirely indistinguishable from his mother's race. The best example if the Gray Prince, an Orc champion. He looked very much like an Orc, except with slightly more pale skin since his father was an Imperial man. (and a vampire too, although I'm not sure if he fathered Agranak before or after he became one.)
