Glad to hear you are still working on this.
I know how much work there is in generating an entirely new worldspace - I am working on one of 550 cells, and making many of the meshes myself too. And making it different from Oblivion, or other mods can be difficult, especially for you, when you are working within lore limitations. Having said so, unique meshes are not all important, its how you combine them that counts. For cities, it is harder, but I find that two existing resources can be combined, probably with a quick retexture, to create something that has an entirely different "feel" to either of the others. The same buildings can make an entirely different city, if say, cramped together with walkways overhead, like the souks of marakech, or built layer on layer into a cliff. Into the first, mix higher class houses, and the second, mud fortifications and walls, like a kasbar.
Also, if you are really struggling for resources, take a look at what can be achieved with SI resources. I mean, there are 3 different housing sets in SI, and retextuing can make loads more. Nobody seems to want to make mods SI dependant, but loooooads of people have it, and to be honest, if they don't, they should get it!
