Does anyone know if there is a mod that makes all the arena opponents use only hand to hand? If not, does anyone have any ideas for how I could get it to work myself?

I'm not the best person to ask, but I will say that the scope of what you are asking for is pretty big. For instance, until you become champion, the Arena questline is heavily scripted, and each contest combatant predetermined with voice over dialogue that is specific to each event. You would have to create an .esp and then using the construction kit, override all of the combatants behavior equipment and probably the quest itself.

There's http://tes.nexusmods.com/downloads/file.php?id=11344, but I've never tried it, and the approach seems a little heavy-handed to me, if it even works. The arena questline is not laid out like any other questline in the CS - it's all scripts run off of dialogue, so I'm afraid I can't offer any guidance. I would love to expand the questline for example, but it's beyond me at this point.
